Sierra Leone & Rwanda Commit To Transform Coffee Sector

Kigali, Rwanda | 31 October 2026

Sierra Leone and Rwanda are exploring a strategic institutional partnership aimed at strengthening their respective coffee sectors through technical cooperation, knowledge exchange and the sharing of best practices.

The initiative took centre stage during a high-level engagement between Mr. Raymond Bob Katta, Executive Chairman of Sierra Leone’s Produce Monitoring Board (PMB), and Mr. Claude Bizimana, Chief Executive Officer of Rwanda’s National Agricultural Export Development Board (NAEB).

The meeting focused on the proposed development of a Memorandum of Understanding (MoU) to establish a framework for sustained cooperation between the two institutions.

Discussions explored opportunities for technical knowledge transfer, institutional capacity development and the exchange of practical experiences in strengthening coffee production, processing, quality assurance, value addition and access to international markets.

Rwanda’s experience in developing a competitive and internationally recognised coffee industry presents valuable lessons for Sierra Leone as it intensifies efforts to reposition its agricultural export sector and unlock the economic potential of its coffee value chain.

The engagement also provided an opportunity for both institutions to discuss areas of mutual interest and identify practical interventions that could support increased productivity, improved quality standards, stronger market linkages and sustainable sector development.

The proposed MoU is expected to provide an institutional foundation for translating the discussions into concrete areas of collaboration, including technical exchanges and the adaptation of successful approaches to the respective national contexts.

For the Produce Monitoring Board, the engagement represents an important step in advancing international institutional partnerships and drawing on proven experiences to support the transformation of Sierra Leone’s produce sector.

Building institutional partnerships. Sharing expertise. Transforming agricultural value chains.
